You won’t be able to use a free site to do a reverse cell phone lookup. You will have to use a paid site. The only reason those sites charge a fee is because they have to pay for the info they give you.
I found a site that is cheap and gives accurate information on the cell phone number.

You can use white pages or anywho. If that doesn’t work, it means the number is a listed landline or a cell phone number.
