The only people who are capable of doing this are federal agencies (FBI, CIA, NSA, ect…) and your ISP. Other people/companies can get your information only if your ISP is subpoenaed by a court, and it has to be for a good reason.

Any whois service will tell you the ISP the ip address is registered to.

Then you ask them for the personal details of the customer who had the ip at the time you logged it.

    They say no

    You get a court order

    And "ta da"

Don't believe its as easy as fiction writers think will make good TV.

IP numbers do not have (usually) phone numbers associated with them. The ISP records could be queried to identify the user on an IP at a specific time, and that info could be used to cross reference and come up with a phone number. However with out a court order no ISP is going to be willing to give out their customer details.

Hollywood hackers do not exist. Dont believe what you see in the movies. Which movie was it anyway?

It is not possible to pull this off as you saw it in the movie. The IP address will tell you the general virtual address of a computer or network not its physical address in the world which is where the phone line is connected to.

Now if every single switch and router between you and the computer where a managed switch, you had full access to each switch, and had a current network map for each connection, and there were not NAT devices between you and it. It is technically possible to find the physical location of the box and then do a look-up in the phone directory. This process couldn't be done over a system as large as the internet though. Also this would take HOURS upon hours of work to pull off.
