http://www.whitepages.com will sometimes tell you the name of the owner. More likely not. They used to but now they refuse to and make you pay most of the time (this information is on public record, only $14.95!!!)
What I do (rather complicated) is look up the number. They will give you a town and some other information. Usually there is a map showing where the place is located on the road (no address) and the road names. You can turn that map into a satellite view. Then I go into google earth and find the roads and match the map to the building. Turning special features on can give you the address and (sometimes) company name. If it’s only the address I google the address. unfortunately though, this only works for businesses.

There aren’t any free ways to find out who a cell phone number belongs to.
They charge you because the directories have to pay for that information. I found a site that gives great information on the cell phone owner.
It’s a paid site, though. It’s worth it if you really need the information.
